The Person Nobody Nominates
Identification systems reward visibility, and a substantial share of capability is held by people who do not generate any. The correction requires looking somewhere other than where names arrive from.

Potential Is Not a Property
High potential is treated as something a person has. It is closer to a prediction made by whoever holds the label, and the label then produces the outcome it claimed to detect.

The signals that precede a record are behavioural and observable. The proxies most organizations use — polish, confidence, credentials, visibility — measure something else entirely.
